Unable to deploy new Admin Password to Client PC

Hi,
Not able to deploy Admin Password to client desktops from Server. Tried 2 methods.
1. Set the Password to a group in its policy. From that group, assigned to other groups. Did not work.
2. Set the Password in Parent Policy. Assigned to all other groups. Now Protection Centre is not asking for any Password to open. Settings can only be viewed, can not be modified. Kindly help us immediately.
